Pada Kamis (18/Jan/2017) pagi, Presiden Trump merilis cuitan yang menyuarakan keberatan dengan pengaturan Program Asuransi Kesehatan Anak (Chip) pada RUU tersebut.

Tidak lama berselang, Dewan Perwakilan Rakyat meloloskan RUU itu. Akan tetapi, sejumlah politisi Republik di dalam Senat menyatakan menolak.
Pada perhitungan suara, terdapat 50 suara sepakat dan 49 menolak. Padahal, agar RUU disahkan, perlu 60 suara yang sepakat.
APA DAMPAK DARI PENGHENTIAN LAYANAN PUBLIK / GOVERNMENT SHUTDOWN
Setengah dari seluruh karyawan Departemen Keuangan, Departemen Kesehatan, Departemen Pertahanan, dan Departemen Transportasi juga tidak akan bekerja.Proses pembuatan visa dan paspor juga mungkin ditunda. Kemudian beberapa monumen nasional, seperti Patung Liberty di New York, akan ditutup.
